The Development of the Shanghai Science and Technology Innovation Center - 2016-10-14

 

During his inspection in Shanghai in May 2014, Chinese President Xi Jinping noted that Shanghai is to speed up the development of the Shanghai Science and Technology Innovation Center with global influence. In March 2015, the recommendation of the central committee of the CCP and the state council on deepening the reform of systems and mechanisms and speeding up the implementation of innovation-driven development strategy was released, pointing out that “Innovation is an important force to push forward the development of the country, nation and even the whole human society. In the face of the new global round of science and technology revolution and industrial revolution and the “New Normal” of economic development, we should deepen the reform of the systems and mechanisms and accelerate the implementation of innovation-driven development strategy.” In order to implement the national strategy and new requirements for Shanghai, the Shanghai government announced 22 recommendations on speeding up the construction of the science and technology innovation center. So, why is Shanghai developing a science and technology innovation center, and how? What progress has been made? In what fields should efforts be made in the future?
Why is Shanghai constructing a science and technology innovation center?
 
The Shanghai Science and Technology Innovation Center has unique advantages. Shanghai scientific research and education institutions are relatively intensive and the establishment of large-scale public infrastructure for scientific research started early. Besides, the foundation of science and technology human resources is relatively solid. A modern industrial system exists in Shanghai. Though steel, petrochemical and other traditional industries are facing transformation and upgrading pressure, they also have great development potential. At the same time, there is considerable momentum in the areas of energy saving and environmental protection, the new generation of information technology, biological medicine, high-end equipment, new energy vehicles and other emerging industries, and manufacturing industries. The city government has strong crisis consciousness and strong macro layout and organizing and implementing capacity.

How to develop the Shanghai Science and Technology Innovation Center?

In May 2015, Shanghai released advice on speeding up the development of the science and technology innovation center with global influence.
In relation to establishing market-oriented innovation systems and mechanisms, Shanghai will focus on government management innovation, reform the management of financial science and technology capital, deepen the reform of the classification of scientific research institutes, perfect the system encouraging enterprises’ innovation investment and improve the scientific and technological achievements transfer and transformation mechanism.

In the area of innovative talent highland development, Shanghai will further introduce high-level overseas talent, give full play to the incentive and guiding role of household registration policy in attracting and gathering domestic talent, innovate personnel training and assessment mechanism, expand the two-way flow mechanism of scientific research personnel, intensify the strength of innovative and entrepreneurial talent incentive and promote the linkage construction of a personnel reform experimental zone between Shanghai Free Trade Zone and Zhangjiang Independent Innovation Demonstration Area.
In the area of providing a good innovation and entrepreneurship environment, Shanghai will promote the clustering development of science and technology intermediary services, promote close integration of science and technology with finance, support the development of all kinds of R & D innovation institutions, build more open and convenient spaces and strengthen the rule of law guarantee.

In the area of optimizing major scientific and technological innovation layout, Shanghai will accelerate the construction of the Zhangjiang Comprehensive National Science Center and a number of major functional innovation platforms, implement a large number of major strategic projects and foundation engineering, build distinctive science and technology innovation concentrated areas and formulate a number of  supporting policies.

Achievements of the Shanghai Science and Technology Innovation Center development

Shanghai Science and Technology Innovation Center development made fruitful achievements in the first year. In 2015, assembly was completed of the first China-made large aircraft C919 and the first domestic new regional aircraft ARJ21 was put into use. The uMR770 Magnetic Resonance Imaging System has been granted registration by the CFDA. The world's first South Pole greenhouse was designed and built. A 10,000-meter deep submergence vehicle named “Rainbow Fish” had a successful test. The “Long March 6” carrier rocket had a successful first flight. There were achievements in the areas of brain science, traditional Chinese medicine, new materials and other frontier fields, memory reconsolidation mechanism research, the high-content Artemisinin cultivation and industrialization through metabolism engineering strategies, two-dimensional crystal materials, D - A reaction biological catalysis mechanism and other major innovations. In 2015, Shanghai scientists published papers in authoritative international academic journals: 18 in Science, 23 in Nature and 6 in Cell. In promoting public innovation and entrepreneurship, the guideline on developing innovation space to promote the public innovation and entrepreneurship was released. The “Entrepreneurial Pujiang” project was launched. Shanghai innovation and entrepreneurship competitions were held.

Future Planning

According to Shanghai’s “Thirteenth Five-year” Plan, Shanghai Science and Technology Innovation Center future expansion will focus on systems and mechanisms, perfecting an enterprise-oriented technology innovation system, creating a good environment for innovation & entrepreneurship and promoting the close integration of science and technology and finance. A number of important industrial core technology research projects will be carried out and development of the Zhangjiang core area as well as Zizhu, Yangpu, Caohejing, Jiading, Lingang zones of science and technology innovation. The goal is that by 2020, the basic framework of the science and technology innovation center will have been constructed and that by 2030, the core functions of scientific and technological innovation city will be in place thus finally completing the establishment of a science and technology innovation center with global influence.
