长江三角洲地区携手共进,共同发展重点产业和供应链   2026-05-19

 


Government agencies from Shanghai and the provinces of Anhui, Jiangsu, and Zhejiang have agreed to jointly strengthen and reinforce key industries and supply chains within the Yangtze River Delta region to promote the co-development of multiple key sectors and establish a complete and risk-resilient supply chain.

The agreement emphasizes the promotion of coordinated development of regional manufacturing, setting up a complete supply chain layout for key industrial clusters, and jointly advancing collaborative and innovative development of related industries within the region, according to a document seen by Yicai.

"The core of collaborative innovation in the Yangtze River Delta can be summarized as follows: with enterprises as the main innovation entities and regional industrial integration acts as a fundamental condition, the focus is on continuously gathering comprehensive resources, including scientific and technological innovation, industry, talent, and capital within the region to foster cutting-edge innovative outcomes and core competitiveness in high-end industries," an official from the Shanghai Municipal Commission of Economy and Informatization told Yicai.

The four parties commit to jointly promote the construction of complete supply chains for key clusters in the Yangtze River Delta region, including large aircraft, shipbuilding and marine engineering, new energy vehicles, and new materials. They also aim to collaboratively advance the application of smart connected new energy vehicles, low-altitude economy, embodied intelligence, satellite internet, and other cutting-edge technologies.

In addition, the agreement supports the establishment of supply chain innovation alliances involving companies, industry associations, universities, and research institutions within the region.

The key emerging tech industries to focus on for collaboration include integrated circuits, biomedicine, NEVs, artificial intelligence, industrial software, embodied intelligence, low-altitude economy, and biomanufacturing, according to the document.

The comprehensive competitive advantages of the shipbuilding industry cluster in the Yangtze River Delta region are evident, Deng Yan, executive dean of the Shanghai Yangtze-Delta Advanced Manufacturing Institute, said to Yicai, citing the regional collaboration in the sector. In addition to leading shipbuilding capacity, the effective coordination and division of labor among firms along the regional supply chain also enhances the competitiveness of the entire industry, Deng added.

For example, the design and assembly of the world's largest liquefied natural gas ship are carried out in Shanghai, while most of the core component materials are supplied by companies in Jiangsu and Anhui, with maintenance and modifications mainly handled by companies in Zhejiang, Deng pointed out.

The shipbuilding industry in the Yangtze River Delta region has formed a division of labor, with Shanghai focusing on overall assembly and integration, Jiangsu emphasizing shipbuilding, Zhejiang focusing on ship repair, and Anhui primarily developing new energy-powered vessels, Deng stressed.

Collaboration between Shanghai, Anhui, Jiangsu, and Zhejiang is driving the Yangtze River Delta region to transition from being the "super factory" of the global shipbuilding industry to a "world-class hub for innovation and capacity collaboration" that possesses control over high-end ship designs and the discourse on green regulations, Deng noted.

The four parties also committed to jointly promoting the implementation of cutting-edge tech application scenarios, co-building cross-regional public service platforms for key industries, supporting the establishment of industry innovation alliances for key sectors, and collaborating to advance the industrialization of research achievements within the region.

They aim to create a unified cross-province communication platform and routinely facilitate precise connections and collaborations between upstream and downstream firms in the regional supply chain.
