上海未来五年服务业增加值年均增长目标为5.5% 2026-06-01
Shanghai aims to realize an annual growth rate of at least 5.5 percent for its service industry in the next five years, underpinned by accelerated digitalization, standardization, integration and internationalization, government officials said at a press conference on Monday.
The city has released the complete version of the 15th Five-Year Plan (2026-2030) for its service industry, focusing on prioritization of demand-driven growth, deepened reform, innovative development, opening-up and cooperation.
"We will foster new strengths for Shanghai services to enhance the city's global influence, cultivate new drivers for digital and intelligent development, and unleash new vitality for its upgrading and improvement," said Liu Jian, director of the Shanghai Development and Reform Commission.

The growth rate of the sector, which is expected to exceed 5.5 percent annually in the period, parallels the pace of 5.6 percent in the prior five years. The service productivity will climb above 450,000 yuan (US$66,456) per person by 2030, compared with 393,900 yuan at the end of 2025. Another 300 regional headquarters of multinational companies will be set up in Shanghai five years later, adding to the current 1,076.
In 2025, the output of Shanghai's service industry hit 4.5 trillion yuan, accounting for 79.3 percent of the city's total gross domestic product of 5.67 trillion yuan and contributing 85 percent to its economic growth of 5.4 percent.
The investment in the service industry made up over 80 percent of fixed asset investment last year, and foreign capital utilized by the sector exceeded 90 percent of the actually utilized foreign capital.
Shanghai also ranked first nationwide in terms of trade in services volume in 2025.
Also, each of the city's 12 districts will feature a tailored growth path for its service industry, like central Jing'an District will focus on the debut economy by being the first to launch new products, southwestern Xuhui District will make gaming and comics its priority, and suburban Songjiang District will better integrate the manufacturing sector with services.
