工信部-国际电联空间促进发展高层研讨会在上海开幕 2026-09-01
China always adheres to the vision of building a community with a shared future for mankind, firmly upholds multilateralism, and fully supports the International Telecommunication Union in playing a key role in promoting the development of space services and facilitating the fair, reasonable and efficient use of satellite frequency and orbital resources, the country’s top industry regulator said.
Xie Yuansheng, Vice Minister of Industry and Information Technology, said at the opening ceremony of the High-Level Seminar on Space for Development in Shanghai on Monday that China is now fully engaged in hosting the 2027 World Radiocommunication Conference (WRC-27), scheduled to take place in Shanghai from October 18 to November 12, 2027, and will continue to deepen its participation in all ITU activities, translating the Union's relevant initiatives into domestic policy practices and international cooperation measures.
The three-day seminar, jointly organized by the ITU Radiocommunication Bureau and China's Ministry of Industry and Information Technology, has brought together more than 200 delegates from 24 ITU member states, 20 international organizations, space agencies, satellite operators, telecommunications enterprises, universities and industry associations. Also addressing the opening ceremony were Chen Jie, Vice Mayor of Shanghai, and Tomas Lamanauskas, Deputy Secretary-General of the ITU.
"The global aerospace industry is rapidly evolving, with new technologies and business models such as low-Earth orbit satellite internet, direct-to-device services, and 5G/6G space-terrestrial integrated networks booming," Xie said. "These developments are profoundly impacting global economic and social development, and the ITU's value in bridging the digital divide, encouraging technological innovation and enabling global growth has become ever more prominent."
Xie put forward a three-point initiative for global space radio development: First, uphold inclusive and win-win cooperation by ensuring, within the ITU multilateral framework, that all member states—particularly developing countries—enjoy fair rights to develop and utilize satellite frequency and orbital resources. Second, drive innovation to build an open, inclusive, competitively healthy and mutually beneficial global space industry ecosystem. Third, pursue sustainable development by building consensus that balances development interests with security safeguards, thus creating a sustainable space for development.
The seminar features keynote speeches, panel discussions and site visits, with a focus on WRC-27 space service agenda items, space-terrestrial integration opportunities, large-scale BeiDou navigation applications, and satellite-terrestrial integrated development. Special sessions are dedicated to the ITU space regulatory framework and national regulatory practices, alongside roundtables on "Space for Development" and "New Challenges in Frequency and Orbital Resource Management."
Participants are exchanging views on space governance, frequency and orbital coordination, and industrial empowerment for developing countries. The seminar runs through Wednesday at the Shanghai Expo Center.
