宝山区在进博会发布吴淞更新蓝图 2026-11-08
Shanghai's Baoshan District has released a detailed regulatory plan for the 12.6-square-kilometer section of Wusong Innovation City, marking the former industrial heartland's transition from planning to construction, officials announced at the ninth China International Import Expo (CIIE).

The plan was unveiled at the Baoshan Urban Promotion Conference held in the National Exhibition and Convention Center, which showcased the district's progress in implementing Shanghai's "North-South Transformation" strategy and building itself into a main front for the city's science and innovation center.
Gateway with Multi-Modal Transport
As a gateway connecting river and sea, Baoshan sits at the confluence of the Yangtze River, Huangpu River and Wenzaobang. A multi-modal transport network of sea, land, air and rail is taking shape. The Baoshan High-Speed Railway Station, scheduled for completion next year, will become a key regional node linking the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Chengdu-Chongqing city cluster. The Wusongkou International Cruise Terminal, Luojing Port and other port areas will continue to serve as shipping hubs.
Wusong's Redevelopment Plan Released
Wusong's redevelopment follows more than a century of change. The Qing Dynasty (1644-1911) government initiated a commercial port project there in 1898, and Shanghai designated Wusong a key industrial area in 1956. Construction of Baosteel's steelworks began in Baoshan in 1978, further establishing the district as a major steel production center. The new plan connects three themed areas along a central development axis.

"This release marks the transition of Wusong Innovation City from the planning stage to the construction and implementation stage, which is of landmark significance," said Chen Yijie, director and general manager of Wusong Development Co. "By releasing the plan on the CIIE stage, we hope global investors and participants will learn more about Wusong and take part in its development."
Two Trillion-Yuan Industry Clusters
Baoshan announced two trillion-yuan-level industry clusters and ten major sub-sectors, accelerating the district's leap from a "steel base" to a "smart manufacturing highland."
The district is deepening collaboration with leading steel enterprises to design tailored reinvestment and upgrading paths for existing companies. It is strengthening two trillion-yuan clusters—advanced new materials, and robotics and high-end equipment. Looking to future sectors, Baoshan is positioning itself in solid-state batteries and quantum technology, and implementing "AI +" initiatives, including AI benchmark factories and computing infrastructure.
"We will build 30 model factories using AI within three years," Baoshan Party secretary Jin Xiaoming said at the CIIE event.
The district is also working with universities, including Fudan University and Shanghai University, to put research into practical use. It is opening manufacturing and public-service settings for companies to test new technologies.

A business service hub and an accompanying alliance were launched at the event. They aim to help companies establish operations in Shanghai and expand overseas, with support from financial institutions, industry leaders and other partners.
