THE State Council has approved Shanghai's plans to transform itself into a global center of innovation in science and technology, which serves as a strategically important reference guide for the country, China's Cabinet said yesterday.

"Shanghai should try to break the bottleneck that restrains innovation," said the State Council on its website. It urges the National Development and Reform Commission and the Ministry of Science and Technology to fully support and provide coordination in the event of new conditions and new problems occurring.

"Together, we should conduct evaluations and expand the valuable practices to other areas," the State Council said.
