Where are we headed? Blueprint charts the next five years

JING’AN’S Five-Year Plan ending in 2020 promises sweeping changes in the district’s development, appearance and amenities.

The plan in all its many aspects will touch the lives of every resident. The emphasis is on “better connectivity” and a closer integration between the north and south sides of the district, bisected by Suzhou Creek.

The district has set forth 28 goals and 128 projects to be undertaken in the next five years.

Here’s some of what’s on tap.

Housing

Some 326,400 square meters of shanty towns and old lane houses too dilapidated to overhaul will be torn down and 18,000 families relocated. No longer will residents there have to endure slum housing, shared kitchens and outside toilet facilities.

About 4.15 million square meters of old buildings will be renovated. That includes upgrading existing apartments and building new residences when old homes are pulled down.

Environment

About 265,000 square meters, or the equivalent of 37 football fields, of greenbelts, gardens and parklands will be installed, increasing urban greenery coverage from the current 22.6 percent to 24.24 percent.

Shanghai’s Central Park along Suzhou Creek, covering 83,900 square meters, will be built.

A public greenbelt of 28,000 square meters will be installed along Pengjiang Road.

A 116,700-square-meter sports park, including parkland along the Pengyuepu River, will be built.

Traffic

About 25.4 kilometers of roads will be built or upgraded.

Construction will be completed on the Jing’an section of Shanghai’s east-to-west Beiheng Passage, a 19.4-kilometer thoroughfare linking Changning, Jing’an, Putuo, Hongkou and Yangpu districts. The 4,500-meter Jing’an section runs from North Henan Road to Jiangsu Road.

Construction will be completed on the first phase of the district’s major South-North Passage, aimed at alleviating traffic pressure on the South-North Elevated Road. The 5,500-meter roadway will link Changzhong and North Zhongshan roads.

Two new spans, the Changping Road Bridge and the Anyuan Road Bridge, will be built over Suzhou Creek. The old Puji Road Bridge will be upgraded.

Three stations will be added to Metro Line 14: the Wuning Road Station at the intersection of South Wuning and Changshou roads, the Wuding Road Station at the intersection of South Wuning and Wuding roads, and the Jing’an Temple Station on Huashan Road, where passengers can transfer to Metro lines 2 and 7.
