Xuhui to launch smart urban management network

Xuhui District is developing an intelligent urban management network, integrating data on traffic, construction, safety, markets and public welfare.
The upgraded "smart urban management center," the first of its kind in Shanghai, will gather data on various aspects of the city's operation and put the information on a single screen.
A smart vehicle parking network, for instance, will identify the nearest available parking slots near popular hospitals in Xuhui. The parking resources at nearby neighborhoods and office buildings have also been involved in the system to help solve the parking difficulties facing most city-level hospitals in the district, said Luo Pengzhong, director with the district's construction and traffic management commission.
Xuhui has eight city-level hospitals including Zhongshan Hospital which receives an average of 20,000 patients every day. An eye and ENT hospital on Fenyang Road handles an average of 7,000 patients.
The large number of patients, many of them who had driven to the hospitals, have made the surrounding parking lots inadequate and led to traffic congestion, Luo said.
Based on the smart system, over 1,700 spare parking slots have been found in neighborhoods and commercial facilities near the hospitals. Drivers can find the nearest slot through an intelligent parking guiding system on their smartphone.
To ensure food safety, an artificial intelligence camera has been used to spot abnormal movements, such as mice or open garbage bins, in the kitchens of eateries in Xuhui. The market watchdog of Xuhui has 200 officers, hardly enough to supervise the large number of restaurants, said Yu Xiaohong, head of the watchdog.
With the help of big data analysis, the watchdog categorized the restaurants into nine groups with different food safety risks and frequencies of random inspections, Yu said.
New technologies such as facial recognition, AI and robotics have also been applied to the security of Xuhui communities and senior care. The district's civil affairs bureau has launched an "Analysis, Balance and Care" system that can analyze the condition of impoverished families and find the most suitable policies and solutions automatically.
A robotic company has developed a dozen robots that can take care of the elderly at home, said Huang Qin, head of the civil affairs bureau.
People can experience part of the intelligent system at the district's administrative service center at 969 Nanning Road.
Robots have also been employed at the service center to guide procedures, further accelerating the paperwork process. Face-recognition facilities have been installed at service windows which can check the identity of applicants in a second.
A collection of transport robots have also been assigned to deliver applicants' materials to the center’s staff, so staff are now able to focus on the evaluation processes, said Song Kaicheng, director of the service center.
