Fully play the platform effect of the CIIE to promote the development of new quality productive forces - 2024-11-02
New quality productive forces is a new product in the new round of accelerated scientific and technological revolution and industrial transformation under the background of tremendous changes unseen in a century. It is also the driving force for continuously deepening high-quality development. As an important engine for the high-quality development of China’s economy, Shanghai shoulders the important mission of cultivating and developing new quality productive forces, accelerating efforts towards a science and technology innovation center with global influence, and better representing the country in international cooperation and competition.
Recently, the Standing Committee of CPC Shanghai Municipal Committee proposed to fully amplify the spillover effect of the CIIE, give full play to its comprehensive benefits, and show the world Shanghai’s practice of high-level opening up. The author believes that it is crucial to seize opportunities, make more breakthroughs in key core technologies, promote breakthroughs in cutting-edge emerging fields, continuously form new quality productive forces, and give full play to the agglomeration and radiation effects of the CIIE platform.
First, the CIIE can promote technological exchanges. New technologies are the core elements of new quality productive forces. To cultivate new quality productive forces, Shanghai has focused on strengthening the source function of scientific and technological innovation. It has stepped up efforts in cultivating strategic scientific and technological forces, improving basic research in key areas, and making breakthroughs in key core technologies. It has attached more importance to strengthening scientific and technological innovation, especially original and disruptive innovation, and promoted the comprehensive upgrade of the functions of Shanghai International Science and Technology Innovation Center. This CIIE will continue to serve as a platform for the debuts of new products, cutting-edge technologies, and innovative services. It will continue to display more than 400 representative new products, new technologies, and new services. It will organize 39 government trading groups and 4 industry trading groups, as well as 780 sub-groups to make purchases at the site. This will provide opportunities for Shanghai and other cities nationwide to buy new products, new technologies, and new services, thus promoting better exchanges of technologies and services.
Second, the CIIE can cultivate and improve the modern industrial system, which is the main engine for the development of new quality productive forces. Shanghai’s industrial transformation and upgrading started early. It has basically formed an industrial development pattern with modern service industry as the main body, strategic emerging industries as the leader, and advanced manufacturing industry as the support. It has outstanding advantages in cultivating and developing new quality productive forces. In the future, Shanghai will continue to promote high-end, intelligent and green development of industries based on the transformation and upgrading of traditional industries, innovation of emerging industries, and cultivation of future industries. It will cultivate a number of world-class high-end industrial clusters. Focusing on the development of new quality productive forces, this CIIE sets up a special zone for new materials for the first time, upgrades and creates an innovation incubation zone, and holds activities such as the first-launch economy and consumption promotion forum to facilitate industrial upgrading. Through the display and exchange of new industries, it will help Shanghai and even China to make up for the shortcomings of basic industries, help solve technological bottlenecks and open up new consumption fields, thereby promoting the construction of a modern industrial system.
Third, the CIIE is conducive to the exchange and introduction of talents. Scientific and technological talent resources are the core force. Future development will rely more on human capital accumulation and scientific and technological progress. Shanghai has rich talent resources. In the future, we must better leverage our advantages, formulate and implement internationally attractive and competitive talent policies based on the development requirements of new quality productive forces, and provide strong talent guarantee and intellectual support for Shanghai’s scientific and technological innovation and industrial innovation. According to relevant instructions put forward by CPC Shanghai Municipal Committee to promote the integration of exhibitions and conferences with the development of key industries, major reform and opening-up pilots, and major investment promotion activities. Relying on measures of promoting major reform and opening-up pilots and innovative talent policies, the CIIE can set up talent zones or conduct information tracing based on new technologies and new industries, and play a greater role in attracting and gathering cutting-edge high-level strategic scientists and their teams, and introducing overseas young talents.
