CHANGNING District passed a Guideline on the 13th Five Year Plan on Economic and Social Development on December 21.

The Guideline fully acts on the “Five Developments” concept promoted by the central government. The Five Developments are creative development, coordinative development, green development, open development and sharing development.

The district will be developed in accordance with the “Five Developments” concept in the 13th Five Year.

The commission will build a Hongqiao Talent Special Zone.

It will also set up a Hongqiao one-stop service center for overseas talent. By the time foreign nationals will be able to apply for foreign experts certificate, overseas talent residence permit and alien employment permit (or Taiwan, Hong Kong and Macau personnel employment permit) in one shot. During the process they can also go through the entry and exit procedure and residence procedure.

The commission will also test the feasibility of setting up an easy access for introducing top innovative and enterprise talent.

Practices include facilitating the approval of their residence permit, offering them bonus points (Shanghai carries out a score-based system while bestowing citizenship), upgrading their status from residents to citizens and directly offering them citizenship.

The commission will also speed up the building of support facilities in fields like transport, dining, entertainment and culture. It will integrate commerce with business, expand external traffic of the economic zone, and improve scenery within the zone.

The commission will carry out the city updating strategy.

The commission will build more green space.

It will finish the construction of green space in the six parks of western Changning, moderately reconstruct the current public greenbelts, encourage cultural and sports events to take place at green land, further open parks and green land to the public, and build street gardens, boulevards and walking streets in key areas of the district.

Certain regions are suggested to build sponge-type roads, squares and greenbelts.

Efforts on reducing dust at construction sites, regulate transportation, control noise pollution and cut oil smoke, so that air quality will improve, water will be cleaner and the sky will be bluer will be increased.
