Shanghai Issues New Plan to Speed Up Electrification of Vehicles - August 02, 2022

Shanghai has recently issued a new plan to accelerate the comprehensive electrification of vehicles used for public purposes.

The eastern Chinese megacity will actively encourage the electrification of passenger cars in the social sector and promote the demonstration, pilot, popularization, and application of heavy-duty freight vehicles powered by liquefied natural gas, biomass, and hydrogen fuels, the municipal government said in the ‘Shanghai’s Plan on the Implementation to Achieve Peak Carbon Dioxide Emissions’ issued on July 28.

The focus of Shanghai’s automotive consumption has been shifting to new energy vehicles in recent years. The penetration rate of NEVs in the city’s automotive market exceeded 42 percent in the first half of the year, with total sales of nearly 84,620 units, according to data from automotive information site Gasgoo.

By 2025, the number of applied fuel-cell cars will surpass 10,000 units, and the proportion of pure-electric vehicles to new cars will be higher than 50 percent, the municipal government added.

NEVs are becoming increasingly acceptable to consumers, laying the foundations for Shanghai’s objective for pure-electric vehicles to reach a 50 percent market share. According to Ding Xiaohua, deputy director of Shanghai Electric Vehicle Public Data Collecting, Monitoring and Research Center, the penetration rate of NEVs among Shanghai’s new cars is likely to range between 60 and 70 percent by 2025, with the total number of NEVs to exceed 1.5 million units.

“Shanghai’s consumption of NEVs, especially that of pure-electric cars, has been transforming towards the market-driven type from the policy-driven one,” Wei Shaohui, general manager of Shanghai-based Chejia Automotive Services, told Yicai Global.

Shanghai is not only one of the most important consumer markets for NEVs nationwide, but also the highland for the research and development and manufacturing of NEVs in China. Last year, the city produced 632,000 NEVs, up 160 percent from 2020, and accounting for 17.8 percent of the country’s total, statistics from the Shanghai Municipal Economic and Information Technology Commission showed.

In addition to electric vehicles, the new document also mentioned plans to spur the demonstration, pilot, popularization, and application of heavy-duty freight vehicles powered by liquefied natural gas, biomass, and hydrogen fuels.

In July, Shanghai unveiled hydrogen fuel cell buses in Jinshan and Jiading districts. It takes about 15 minutes for hydrogen fuel cell buses to refuel, much faster than pure-electric ones, the relevant executive in charge of the project said, adding that the vehicles can travel 400 kilometers to 450 km on a single charge, improving the efficiency of buses.

Shanghai will become the world’s highland for the development of fuel cell vehicles by completing the building and putting in operation over 70 hydrogen refueling stations and popularizing and using more than 10,000 FCVs.
