SHANGHAI may pride itself for being on top as a cultural center in China but it has a lot of catching-up to do to match the other major metropolises in the world.

Shanghai Normal University said in a report that the city ranked first for the fourth time in the university's annual survey about cultural services on offer for residents in the country. It surveyed 31 provinces, municipalities and autonomous regions in China.

But the ranking pales when compared internationally to London, New York, Paris, Singapore, Tokyo, Beijing, Toronto, Los Angeles, Hong Kong, Sydney and Berlin.
