Shanghai, Guangzhou Need to Enhance IT, Smart Cars, Biomedicine Links, Official Says
Shanghai and Guangzhou should create a new synergistic industrial development model, strengthen their alliance in building a modern industrial system, and promote industrial layout optimization in new-generation information technology, smart and new energy vehicles, biomedicine, and other key areas, according to a government official.
Strengthening the two cities' industrial cooperation is an important way to optimize enterprise layout, promote the development of regional links, and enhance the resilience of economic growth, said Liu Ping, deputy director of the Shanghai Municipal Commission of Economy and Informatization.
The pair should also create a new regional collaboration and exchange model and establish a two-way open interface and cooperation mechanism to achieve high connectivity, said Liu, who spoke at the 2023 Shanghai-Guangdong-Hong Kong-Macao Greater Bay Area Investment Cooperation Promotion Conference held in Guangzhou last Wednesday.
Shanghai and Guangzhou need to promote an efficient and convenient flow of talent, technology, capital, data, and other resources to further enhance their resource allocation, he stressed.
The two cities have strong industrial bases, are highly complementary, and have the possibility for many industrial tie-ups, said Wang Dong, director of the Shanghai Investment Promotion Service Center.
Regarding traditional industrial cooperation, the two have pillar industries such as car-making, electronics, and petrochemicals, according to Wang. The cities are complementary in specific products and both face the challenge of industrial transformation and upgrading, he added, noting that by strengthening industrial exchanges, collaboration, and investment they can accelerate the improvement of the industrial chain and promote technological upgrading.
Concerning collaborative innovation in emerging industries, Shanghai and Guangzhou are the main forces in cultivating such strategic sectors, including smart connected vehicles, NEVs, integrated circuits, and biomedicine, Wang pointed out.
The Changning, Jiading, and Qingpu districts of Shanghai inked contracts with 18 businesses from the Greater Bay Area at the conference, totalling CNY17 billion (USD2.3 billion). Jiading finalized deals for six projects in key areas such as vehicle electrification, network connectivity, intelligence, sharing, and integrated circuits. The contracted amount was CNY6.2 billion (USD851 million).
Qingpu penned contracts with six firms, with projects covering the digital economy and smart manufacturing sectors, with investment of CNY5.7 billion, while Changning signed deals with six new key companies, including Danisco and Huolala, worth CNY5.1 billion.
