上海临港在生物医学和其他两个领域试行跨境数据流   2024-10-31

 


The Lingang Special Area of the China Shanghai Pilot Free Trade Zone has begun testing cross-border data flows in 11 scenarios across the biomedicine, intelligent connected vehicle, and public fund fields.

Shanghai is taking the lead in piloting cross-border data flows, Peng Yu, a member of the Shanghai Academy of Social Sciences’ Institute of World Economics, said at a salon on Oct. 29. Biomedicine, intelligent connected vehicles, and public funds are important cutting-edge industries with strong demand for cross-border data transfers, he added.

In January, the eastern Chinese city introduced pilot measures to create a legal, secure, and convenient mechanism to promote free cross-border data transfer for businesses. In the future, more scenarios across different fields will likely be added to the pilot program, Peng pointed out.

China has shown its openness toward high-standard digital trade in the past years. The country has already joined the Regional Comprehensive Economic Partnership, which includes provisions on cross-border data flow in the e-commerce industry, and applied to become a member of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement.

China should match the standards for the export of personal information in its pilot zones like Lingang with those of RCEP member countries, as well as explore international mutual recognition mechanisms for cross-border personal information flow, Peng suggested.

Shanghai should step up efforts to further open up and strengthen international cooperation in key areas, including cross-border data flow, green finance, and global shipping, several experts said at the salon.

The spillover effects of the CIIE can help Shanghai advance its pilot projects for major reform and opening-up initiatives, Li noted.

The focus of building Shanghai into an international shipping center lies in the development of the aviation transportation industry, according to Zhang Jieshu, a professor at the Shanghai Maritime University.
