Residents, business owners and government representatives discuss community issues at a meeting on Aug 28 in Taishan People's Community Service Center in Putuo district, Shanghai.
Shanghai has made significant efforts to improve its community-level business environment, creating a dynamic atmosphere in local neighborhoods, according to the Shanghai Municipal People's Government open month media tour last Thursday.
The initiatives include streamlined regulations and collaborative governance models, leading to improved public spaces for both leisure and business.
The opening of the Taishan People's Community service center, a multi-service complex, is one example.
Yu Zhongqi, manager of the nearby Sunbaby Bakery, reported a steady rise in sales since the center's opening as more people visit the neighborhood.
Similarly, Zhang Hanle, who owns a gelato shop on Wujiaochang Daxue Road, a pedestrian street that allows business owners to set up open-air stalls and hold outdoor events, said that the area's popularity with younger customers has been unexpectedly high.
Zhang chose Daxue Road because of its well-regulated outdoor stall system and vibrant, inclusive environment, which appeals to young consumers. A collaboration with singer Eason Chan and a video platform increased sales by 30-40 percent.
Shanghai's plan to optimize its business environment includes strengthening foundations at the community level through initiatives like integrated response systems and neighborhood revitalization efforts.
At a public meeting at Taishan People's Community, residents, business owners and government officials addressed issues like bicycle parking and healthier menu options in an open discussion.

Zhu Yufang, head of the Yichuan Subdistrict Party and Community Service Center, emphasized the integration of business and residential needs.
Local businesses, including Sunbaby Bakery, have acknowledged their dependence on community support. Yu said the community bakery has been closely linked to the neighborhood from the beginning.
The management of outdoor stalls on Daxue Road also involves collaboration, with guidelines developed through discussions with business operators, residents, government departments and a property developer.
Jiang Qiwen, a restaurant manager, noted that the height of stall dividers on the main road is standardized based on streetlight location to ensure uniformity.
Local official Pan Jiawei said the pedestrian street has hosted approximately 90 events, including art and lifestyle festivals, attracting more than 10 million visitors and 290 million yuan ($41 million) in sales over two years.
Zhang Hao, an official with the Shanghai Landscaping and City Appearance Administrative Bureau, said he hopes Shanghai can create a unique style of outdoor stalls that attracts tourists and provides a comfortable experience.
