上海首个免签商务区即将亮相   2025-11-06

 

Infrastructure construction of the Shanghai Eastern Hub International Business Cooperation Zone's pilot area is completed.

Shanghai's Eastern Hub International Business Cooperation Zone is preparing to open its doors, a major milestone in the city's ambition to become a global trade and innovation center.

Developed in phases, the zone will be fully enclosed with core facilities completed by 2028, and the entire project is slated for completion by 2030. Once fully operational, it aims to enhance Shanghai's role in international business cooperation and advance its broader opening-up strategy.

Approved by China's State Council in early 2024, the 880,000-square-meter zone, located between Pudong International Airport and the future Shanghai East Railway Station, aims to boost global connectivity and economic openness. It will solidify Shanghai's role as a global economic hub by linking key transport gateways for commerce and talent exchange.

A standout feature of the zone is its visa-free policy. Foreign visitors invited by registered enterprises can enter directly without a Chinese visa, staying up to 30 days with the option to extend. They can also complete onward immigration procedures within the zone.

The initial operational phase will test operational systems, service models, and digital management, paving the way for full-scale operations in the coming years.

Officials say the upcoming opening will offer global companies new opportunities for business, exhibitions, and exchanges in Shanghai, with simplified access and enhanced services.

Infrastructure construction of the pilot area has been fully completed. Supporting service facilities are also advancing in an orderly manner.

The E1 Conference Center features a multifunctional hall, banquet hall, lecture theater, several meeting halls, and business negotiation spaces.

The E2 Jinjiang Radisson Blu Hotel offers 445 guest rooms and suites, along with Chinese and Western restaurants, an executive lounge, meeting rooms, a fitness center, and a swimming pool.

The E2 Customs and Immigration area has completed its basic layout, with services such as convenience stores, coffee and light meal shops, multi-currency ATMs, and POS machines.

To improve the business environment, the zone has optimized its government services by setting up a center to provide one-stop administrative services for enterprises and visitors.

A port visa service window is established within the zone to facilitate international business travelers exiting the zone to gain entry into China.

Outbound flight check-in services are directly available within the zone to enhance business efficiency.

A port visa service window has been set up to facilitate visa-on-arrival services for eligible foreign visitors.

A tax refund service window has been added for travelers who need to process departure tax refunds conveniently within the zone.

The zone is also optimizing the experience for business travelers entering and exiting the district. The entry and exit procedures emphasize seamlessness, convenience, and "contact-free" efficiency.

A multi-level transport system connects the business area with both Pudong International Airport and Shanghai East Railway Station. The system includes highways, underground passages, and a special airside corridor, allowing for the quick and smooth movement of people and goods.

Smart infrastructure such as automated freight systems, driverless shuttles, and digital management platforms will support transportation, energy use, and security across the zone. Pedestrian pathways and landscaped green areas will occupy much of the district.

The zone is designed to serve as a year-round platform that enhances major events such as the China International Import Expo (CIIE). By enabling continuous trade and exhibition activities, it will further strengthen Shanghai's position as a hub for international investment and cooperation.

The zone features a flexible layout with modular units that can be reconfigured to support emerging industries. Its core functions include facilitating international business exchanges, hosting high-end exhibitions, and offering advanced training programs. Office and conference spaces are equipped with multilingual interpretation systems and smart meeting technologies.

Plans are under way to develop training programs in digital trade, artificial intelligence, and international regulations in collaboration with universities and industry associations.

Supporting services will include international-standard medical facilities, and professional firms specializing in legal, financial, and consulting services, designed to meet the needs of global enterprises.
