上海计划到2035年成为全球现代大都市   2025-12-23

 

Shanghai has set a long-term goal of transforming into a modern socialist international metropolis with global influence by 2035. This vision was outlined as the city defined its development direction for the upcoming five years during a significant meeting of the Communist Party of China's Shanghai Committee on Monday.

The eighth plenary session of the 12th CPC Shanghai Committee approved a proposal for drafting Shanghai's 15th Five-Year Plan for economic and social development, covering the period from 2026 to 2030.

The meeting also assessed the city's 2025 work, the economy, and next year's goals.

Shanghai achieved most of its goals in 2025 and is expected to complete the tasks of the 14th Five-Year Plan, which ends this year, the plenum said.

Over the past year, the city focused on economic growth, public services, urban governance, cultural development, environmental protection, and Party discipline, while aligning local work with central government priorities.

According to the plenum, the 14th Five-Year Plan period was challenging, marked by the impact of the COVID-19 pandemic and changes in the external environment.

However, Shanghai made steady progress by serving national strategies, promoting high-quality development, and advancing people-centered urban policies.

The proposal states that the 15th Five-Year Plan period will be a critical stage for Shanghai's transformation and upgrading.

By 2035, it wants to be a global city with stronger core competitiveness and leading development indicators.

It also states that per capita gross domestic product is expected to double from the 2020 level by that time.

During this period, Shanghai will focus on strengthening its core functions and enhancing the quality and efficiency of its growth.

The proposal calls for closer integration of innovation, reform, and opening-up, as well as national strategy implementation and modern urban governance.

A central part of the plan is to accelerate the development of Shanghai's "five centers," a national mandate that defines the city's key roles.

These include serving as international economic, financial, trade, shipping, and innovation centers for science and technology.

The plan calls for coordinated development among these functions to enhance the city's overall capacity and global competitiveness.

In practical terms, the plan includes building a modern industrial system led by advanced manufacturing, promoting a new generation of industries, and improving links between technological innovation and industrial development.

The city aims to enhance its role in global finance by expanding services related to yuan-denominated assets and risk management.

It will also upgrade its trade and shipping functions by improving supply chain management and developing modern shipping services.

The proposal also calls for deeper reform and higher-level opening-up. Measures include improving market allocation, creating a more open economic system, aligning more closely with high-standard international economic and trade rules, and expanding services to support companies operating overseas.

Urban and regional development is another priority. Shanghai plans to optimize its spatial layout, advance urban renewal, improve infrastructure, and promote rural revitalization.

The city will also strengthen coordination within the Yangtze River Delta region, particularly in technology and industrial cooperation.

The plan places a strong emphasis on enhancing the quality of life. It calls for efforts to expand employment opportunities, improve income distribution, strengthen education and healthcare systems, enhance housing conditions, and extend basic public services more equitably.

The plan also aims to enhance cultural development and international communication capacity.

Green and low-carbon development is listed as a key task. Shanghai aims to improve environmental quality, promote carbon reduction in a steady manner, and build a city where urban development and nature coexist more closely.

The plan also emphasizes the importance of public safety, risk prevention, and modern urban governance.

For next year, the meeting called for efforts to boost consumption, support new drivers of growth, deepen reform in key areas, such as Pudong and the China (Shanghai) Pilot Free Trade Zone, promote urban renewal, and strengthen social governance.
