HPV Vaccine Rivalry Intensifies as China Embarks on Free Programs

The competition among makers of human papillomavirus vaccines, including Walvax Biotechnology, is tightening as several Chinese regions are starting to give free HPV inoculations to young girls.

Drug companies are seizing fresh opportunities as an increasing number of regions are launching free HPV vaccination programs for girls aged from nine to 14 after the World Health Organization adopted its global strategy to eliminate cervical cancer in 2020.

The vaccination rate of the target population is expected to soar due to subsidies and promotions, whereas before the free programs, the main group of clients were adults who could pay for the products, Wang Wenhua, partner at China Insights Consultancy, said to Yicai Global.

In March, Wantai Biological Pharmacy Enterprise won a bid to provide HPV vaccines for school-age girls in southern Guangdong province. In May, Wantai and Walvax jointly gained a similar bid in eastern Jiangsu province.

Since Sept. 14, some 21 cities in Guangdong province have been administering free-of-charge bivalent HPV vaccines for girls under the age of 14. The province proposes that 90 percent of girls under 15 will be fully immunized against the virus that causes cervical cancer by 2030. The program is expected to benefit more than 750,000 people every year, Yicai Global learned.

Besides Guangdong, cities including Ordos, Xiamen, Jinan, Shijiazhuang, as well as Hainan province, are preparing to protect their residents against the virus.

Foreign companies are also seeking to join the race. In May, a bivalent vaccine called Cervarix, sold by British pharmaceutical giant GSK, became the first approved two-dose vaccination program for girls aged from nine to 14 years in China. An insider at the firm told Yicai Global that it will also be involved in public procurement.

On Aug. 30, American drug behemoth Merck said its nine-valent HPV vaccine had been approved by the China Food and Drug Administration to be used for women aged from nine to 45. Before this, the age range was from 16 to 26.
