Shanghai Heeds Disney, Other Foreign Businesses in Drafting Accessibility Rules

Shanghai has been taking onboard the experience and suggestions of foreign enterprises when drafting local ordinances, including the Shanghai Regulations on Accessible Society, which came into force on Wednesday.

Zhou Hong, deputy chairman of the Social Construction Committee of the Shanghai Municipal People's Congress, told Yicai Global that he had asked Disney for advice about the laws and good practices of other countries. Disney's managers not only quickly provided documents on Disney's accessibility facilities but also invited internal and external experts on accessibility to discuss the new regulations.

Murray King, vice president of public affairs and communications for Shanghai Disney Resort, told Yicai Global that the final version of the regulations included some sections and articles based on Disney's suggestions.

For example, the first draft only mentioned ensuring "the independent and safe passage of the elderly, disabled and other members of the community," but it has now been expanded to include more humane requirements, such as accessible bathrooms and special rest areas for service animals.

Zhou said that in addition to Disney, Marriott, Apple and several other foreign companies were also involved in discussions on the new regulations. International experts from the United States, Singapore, Japan and Hong Kong have also put forward suggestions.

Zhou revealed that the regulations received over 600 suggestions during the review stage, leading to significant changes to the final draft and allowing them to become more in line with the original intent of the legislation.

Zhou said that the lawmakers listened carefully to the needs of the elderly and disabled groups, and also sought in-depth participation by foreign enterprises. This is another step towards internationalization and openness in Shanghai, which has the most regional headquarters of multinational companies in the Chinese mainland.
