Shanghai tops ranking in urban public service delivery   2025-05-20

 

 

Shanghai emerged as a standout performer in resident satisfaction in urban public services, ranking first in multiple key indicators nationwide, according to a survey released by a team from Shanghai Jiao Tong University on Tuesday.

The evaluation criteria encompass various dimensions within the basic public services category, which include infrastructure development, social security, public hospital services, and primary and secondary education.

Additionally, in terms of the category of government work efficiency, Shanghai secured the top position in indicators like efficiency and service attitude of public officials, convenience of accessing public information, transparency of government spending, responsiveness of public policies to citizen feedback, and citizen participation in policy-making processes.

The team from the School of International and Public Affairs at Shanghai Jiao Tong University, which conducted and published the survey, highlighted Shanghai's continuous explorations and innovations in mega city governance in recent years, leading to the development of distinctive urban governance labels, including refined governance and one-stop service, and yielding valuable experience.

The survey, which evaluated public service satisfaction across 35 major cities in China, revealed an overall high level of satisfaction among citizens, with approximately 75 percent of the respondents providing positive feedback. The evaluation covered nearly 20 assessment indicators.

Conducted through online random sampling from March to April, the survey included 100 samples from each of the 35 cities, with sample demographics structured to align closely with the local population demographics.

What's also notable is that in terms of the indicator of future expectations for basic public services, more than 93 percent of respondents nationwide rated their satisfaction at 8 or above. This signified a high level of confidence among the masses in the future development of cities.
