Global experts gather in Shanghai to promote teachers' lifelong learning   2025-07-07

Around 20 education policymakers, scholars, and practitioners from 16 countries gathered at a seminar in Shanghai for in-depth discussions on best practices, policy frameworks, and future directions for cultivating teachers and educators as lifelong learners.

According to the UNESCO Global Report on Teachers, the world will need 44 million additional teachers by 2030 to achieve universal education. Currently, one in seven teachers does not meet minimum qualification standards, noted Rakhat Zholdoshalieva, head of the Quality Learning Ecosystems program at the UNESCO Institute for Lifelong Learning.

A key focus of the seminar was the presentation of six national case studies—from China, South Africa, Chile, Finland, Germany, and Qatar—highlighting diverse models for training and supporting teachers as lifelong learners.

The seminar is part of a flagship project jointly led by the UNESCO Institute for Lifelong Learning and Shanghai Normal University, which aims to improve teacher education worldwide. As a next step, the two partners will release a global synthesis report and develop practical tools such as training modules, curriculum frameworks, and monitoring systems to further support teachers’ lifelong learning.
