"Nine Measures of Shanghai" to Support the Creation of High-quality Internet Content 2025-07-15
High-quality Internet content is an important soft power for Shanghai's high-quality economic and social development. To support the creation of high-quality Internet content and foster an enabling industry ecosystem, the Publicity Department of the Shanghai Municipal Committee of the Communist Party of China and the Office of the Cyberspace Affairs Commission of the CPC Shanghai Municipal Committee will introduce the "Several Measures of Shanghai Municipality on Supporting the Creation of High-Quality Internet Content" (hereinafter referred to as the "Several Measures"), clearly outlining nine supportive policies.
The Several Measures support the Huangpu District and Yangpu District in building leading Internet high-quality content creation clusters with global influence. The municipal government will provide an annual reward of up to 10 million yuan in accordance with management requirements of the municipal special funds for promoting the development of the cultural and creative industries for public service platforms that have achieved remarkable results within the clusters, as well as incubators and industrial parks that have performed outstandingly throughout the city. The government encourages each district to build advantageous links in the industrial chain and optimize the industrial layout of the whole city. Meanwhile, in cooperation with platform enterprises and industry associations, the government will hold influential brand events such as the global creator conference and the innovation and entrepreneurship competition in the clusters to create a high-end exchange and trading platform for the industry.
The Several Measures focus on stimulating the creation of high-quality content. The clusters have set up fast tracks for protecting the legitimate rights and interests of high-quality Internet content creation entities to ensure the compliant, healthy and sustainable development of high-quality content creation. For those who tell the stories of Shanghai and China in a compelling way and enjoy a significant influence, a maximum reward of 100,000 yuan will be given by the municipal government for each single content, and they will be given priority in being recommended for national and municipal honors. In terms of technology-enabled creation, for entities that carry out the construction of application scenarios related to the creation of high-quality Internet content empowered by technologies such as AI, the government will provide support of up to 30% of the total investment.
To address the funding issues of creators and SMEs, Shanghai has promoted to establish a special fund, provide a green channel for bank loans, and offer interest subsidies of no more than 50% of the loan prime rate for the same period to bank loans. Meanwhile, to reduce the start-up cost of creation, support is provided for the clusters to offer shared facilities such as shared spaces and live-streaming rooms, as well as one-stop services including business registration, financial and tax consultation, policy application, and copyright confirmation. Additionally, priority is given to provide talent apartments and household registration conveniences for high-quality content creation talent.
Shanghai also provides more public resources and creative scenarios to creators by promoting the opening of landmark scenic spots, cultural and museum venues, major events, exhibitions and competitions throughout the city to make creation easier; support cooperation among state-owned enterprises, mainstream media and creators. At the same time, the government encourages high-quality content to go global and optimizes visa services for foreign creators.
It is noteworthy that Shanghai has continuously optimized the professional title evaluation channels for high-quality Internet content creators, encouraged platform enterprises to participate in vocational skills evaluations, improved career development channels, strengthened the talent internship connection mechanism between universities and clusters, and included content creators in the scope of various talent plans and award selections.
