THE city's civil affairs bureau will this year distribute 5,000 smartphones to local neighborhood committees to help them report natural disasters.
The phones, which are worth about 2,200 yuan (US$340) apiece, come with a pre-installed app that is linked to the Beidou global positioning system, and can be used to transmit vital information quickly.
In the past, Shanghai has experienced natural disasters like typhoons, said Hao Zhao, an official with the Shanghai Civil Affairs Disaster Reduction Center, under the city's Civil Affairs Bureau.
