CIIE — New Milestone of China's Reform and Opening up   2018-11-15

Wang Haidong, Institute of Literature, Shanghai Academy of Social Sciences In May 2017, China's General Secretary Xi Jinping announced at the Belt and Road Summit for International Cooperation that China would hold the China International Import Expo (CIIE), starting from 2018. From November 5 to November 10, 2018, the first CIIE — the world's first import expo at the national level — was rolled out as scheduled, thanks to the concerted efforts of over 2,800 enterprises from more than 130 countries and regions. It marked that China's reform and opening-up had entered a brand-new stage. The CIIE proves that China and most countries in the world firmly support the trade liberalization, economic globalization, and the important move that promotes the opening of global markets and the reform and opening-up of China. On November 5, 2018, the Hongqiao International Economic and Trade Forum was unveiled at the National Exhibition and Convention Center (Shanghai). Politicians of different countries and global business and academic leaders talked about the world's general economic situation, focusing on the critical issues in the international trade development. While these distinguished guests exchanged genuine insights on new economies and business models, they also offered great suggestions and proposals for international trade development in the new era. They even provided highly practical theoretical guidance for promoting the open, inclusive, reciprocal, balanced, and win-win economic globalization and for building an open world economy, and further clarified the purpose of the CIIE. The CIIE has followed the fundamental spirit of the "Belt and Road" Initiative: The 2,000-year history of the Silk Road is actually the exchange and blend of different cultures and values through economic and trade exchange. In this process, the scope of the community with a shared future for mankind has been expanded and the level elevated. For example, Germany exhibited its "Taurus" milling machine at the CIIE, and Switzerland, Italy, Japan, Spain, and other countries displayed their large-scale manufacturing equipment of well-known brands, which were the right embodiments of technological and cultural blend through economic and trade exchange. The Chinese enterprises were not the only beneficiary of such exchange and blend. A grand purchasing group of 4,119 Ningbo enterprises participated in the first CIIE in Shanghai, offering an enormous exhibition platform for the enterprises from all over the world. In all, more than 150,000 global buyers gathered in Shanghai for in this unprecedented trade carnival. In the next five years, China will import over 10 trillion US dollars of goods and services, providing a historic opportunity for the global enterprises to enter the Chinese market. The CIIE is just a beginning. The CIIE has helped Shanghai fulfill its commitment: to implement a program serving the “Belt and Road” Initiative, to carry out a series of special campaigns to promote trade and investment facilitation, the openness of financial cooperation, and infrastructure interconnection. All the people in Shanghai have been mobilized to offer various services and support in a bid to build the CIIE into an "online + offline" “6 days + 365 days” trade service platform, and a world-class expo. Mr. Ying Yong, Mayor of Shanghai, said that Shanghai would continue to implement the "33 Articles" on the development of a new open economic system, would encourage the regional headquarters of multinationals in Shanghai to expand their global operational functions, such as trade, R&D and payment settlement, would promote the output of superior production capacities, quality equipment, and technical standards. He also indicated that Shanghai would strengthen its economic and trade cooperation with Hong Kong, Macao and Taiwan, and continue to improve its service in foreign affairs and overseas Chinese affairs. One step after another, and Shanghai will have surely become an excellent global city by 2040.
