China International Import Expo: A Great Power's Responsible Effort to Revitalize World Economy   2018-11-15

By Li Jian, Institute of Urban and Demography Studies, Shanghai Academy of Social Sciences The development of globalization has gone through many stages, but the most remarkable one occurred after World War II. Various countries and regions achieved rapid and convenient exchanges of finance, investment, trade, talent and information under the framework developed by some international organizations like the World Trade Organization (WTO), International Monetary Fund (IMF), and the World Bank and enabled the deepening of globalization continuously. In the process, those many developing countries who had followed the evolutionary trend of international labor division and had grasped opportunities witnessed rapid economic growth, while the developed countries took the control of the top end of the value chain of international labor division. In recent years, the development of the world economy has entered a new era of great changes and major adjustments, with peace, development, and governance being the new focuses of globalization. It was in such context that General Secretary Xi Jinping announced at the Belt and Road Summit for International Cooperation held on May 14, 2017 that China would hold the China International Import Expo (CIIE) in Shanghai, starting from 2018. CIIE is the world's first import expo held at the national level, and an international economic and trade cooperation platform highly valued by the Chinese government. Its aim is to maintain a prosperous and open global economy, to re-establish a global economic, trade and investment system with fair, rational, and transparent rules, and to truly facilitate the orderly flow of global economic elements, the efficient allocation of global resources, and the in-depth integration of global economies and markets. In the end, CIIE will bring out the Chinese solutions to the current dilemma of globalization. Both the report made by the Communist Party of China at its National Congress and the one given by China's Central Government on its work in 2018 mentioned that the CIIE would be a major contribution of China to the world economy. In addition, China would warmly welcome the political leaders, people of the industrial and commercial circles, and buyers from all over the world to participate. Though a platform established by China for global economic and trade cooperation, the CIIE is shared by the whole world. With this platform, China is expected to import 10 trillion US dollars of goods and services in the upcoming five years, support multilateral systems and free trade, and develop an open economy that has a larger scale, covers more fields, and goes deeper. It will definitely promote the level of globalization, create new demands for and inject new energy into the world's economic growth. The CIIE is an international public product of cooperation that helps build the community with a shared future for mankind, and seeks openness, innovation, inclusiveness and reciprocity. It provides a platform for countries to display their national policies and trade achievements, and for the discussion of important global issues. It provides export markets, development conditions and employment opportunities for the developing countries, helps them integrate into global development, and thus addresses the imbalance of international development. It also addresses China's production and consumption demands, and helps realize China's economic growth and the transformation of its economic structure through boosting consumption, which represents China's major contribution to man's economic society since China is the world's most populous country and second largest economy, importer and consumer. The CIIE was honored by the participation of some international organizations, such as the World Trade Organization (WTO), the United Nations Conference on Trade and Development (UNCTAD) and the United Nations Industrial Development Organization (UNIDO). Many exhibitors from Asia, Europe, America, and other continents also took an active part in the grand world event, including 2,800 enterprises and more than 150,000 buyers from over 130 countries and regions. Apart from the leading enterprises of different industries, some enterprises from the member states of G20 and from the countries along the "Belt and Road" participated in the Expo too, including 100+ enterprises from more than 30 African countries to demonstrate their superior products at the Expo. The CIIE will enable China to take the opportunities presented by the economic and trade cooperation among various countries, to continuously expand the Chinese market, and to promote the mutually beneficial and win-win development of the global economy. It is a remarkable effort to revitalize the world economy made by China as a responsible great power, and it has clearly demonstrated China’s sincerity, goodwill and confidence in opening up to the outside world, as well as its strongest determination. Mr. Marco Bettin, Secretary General of the Italy-China Chamber of Commerce, believed that the CIIE had established a huge open platform for the economic and trade cooperation among all countries; it was an important measure to boost economic globalization and had provided a unique opportunity for the promotion of global trade. Mr. Stephen Perry, President of the 48 Group Club of UK, said that the level of openness and the structural reform of the Chinese market now were leading the world. Dr. Francis Chua, Honorary President of the Philippine Chamber of Commerce & Industry, considered the CIIE a grand event promoting the economic and trade exchange among the relevant countries and even in the whole world in response to President Xi Jinping’s “Belt and Road” Initiative. The Brazilian Inspection.com published a review article saying that CIIE held by China was a great support for the development of global trade with great significance, the latest effort made by the Chinese government to promote the high quality openness, and an important milestone marking the Chinese market's increasing openness to the world.
