RAIL passengers will from this week not be penalized for canceling or changing a ticket more than 15 days before departure, the Shanghai Railway Authority said yesterday.

A charge of 5 percent of the ticket price is scrapped under new national rules introduced on Wednesday.

The authority said returning a ticket more than 15 days before the travel has little effect on reselling.
