Red alert for congestion in color-coded system 2015-03-23
A COLOR-CODED traffic congestion alert system is being introduced over the next three months, the city traffic authority said yesterday.
Traffic restrictions will be put in place according to levels shown in the system, said developers.
Developed by Shanghai Urban-Rural Construction and Transportation Development Research Institute, the system measures congestion on a scale of zero to 100 — using the number of vehicles on the road and their speed to calculate this.
